Since 2026, registering electric scooters (VMP) in Spain has been mandatory. Residents of the province of Alicante, including Torrevieja, must register their scooters with the DGT National Registry in order to take out compulsory insurance and legally ride on public roads.
The good news is that the registration process is completely online, simple and intuitive. If you have digital identification (Cl@ve or digital certificate), the process is quick and easy.:

👤 Registration of minors
🔹 Under 18 years of age

The registration must be carried out by the father, mother or legal guardian;
the adult accesses with their own digital identification;
the application indicates the minor as the holder;
the adult acts as legal representative.
In the province of Alicante, including Torrevieja, riding electric scooters is generally permitted from the age of 16, in accordance with municipal regulations. If a minor rides one, the responsibility lies with the parents or guardians..
🔹 From the age of 18
From the age of 18, the owner must register the scooter personally. If the registration was previously carried out by a parent, it remains valid and does not need to be changed.
📑 What you must carry while driving
In the province of Alicante and in Torrevieja, when facing a police check, it is advisable to carry:
✔ VMP registration certificate (PDF, also valid on mobile devices);
✔ valid civil liability insurance policy;
✔ identity document (DNI/NIE);

🛡 Compulsory insurance
Insurance can only be taken out after registration, as the policy is linked to the VMP number.
