Write to the Minister about the N-332

There are roads that simply connect two towns.
And there are roads where people lose pieces of their own lives every day.
The N-332 around Torrevieja is one of them.
Morning. Cars are standing still. There is a queue ahead of you and another behind you. Someone looks at the clock. Someone calls work. Someone simply stares ahead and waits.
If the car windows were opened and drivers were given a microphone, the conversation might sound something like this:
— How much longer?!
— The same thing every day!
— We've been here for an hour!
And from the next car:
— When are they finally going to do something about this road?
This is, of course, a fictional reconstruction. But the problem itself is very real. In September 2024, the Torrevieja City Council described the situation on the N-332 as “completely unsustainable” and reported that during the summer period the road carries almost 60,000 vehicles a day, causing prolonged traffic jams. Torrevieja is growing rapidly
And the problem is not going to disappear by itself.
According to Spain's National Statistics Institute (INE), in 2024 Torrevieja recorded the highest relative population growth among Spain's major cities — 4.9%. In 2025 it again ranked first, with 4.65%, while the next city, L'Hospitalet de Llobregat, grew by 2.91%. (ine.es)
The city is growing.
There are more people.
Car traffic is increasing.
And Torrevieja has no railway infrastructure of its own.
That is why road infrastructure is particularly important for the city and the surrounding Vega Baja.
Now imagine someone who has lived here for 22 years
In one discussion about the road problem, a long-time resident of Torrevieja wrote roughly the following:
“I have been reading promises that this road will be widened for 22 years.”
That probably says more than any political speech.
Twenty-two years.
In that time, you can finish university, raise a child, replace several cars and become accustomed to the fact that the promised road exists mainly in the future tense.
And a perfectly natural question arises:
Another twenty-two years?

What is happening with the project?
The state project provides for the duplication of the N-332 in the Torrevieja area in order to increase the road's capacity.
The environmental decision concerns the section between p.k. 53+690 and p.k. 58+160. The project provides for the construction of two new lanes, each 3.5 metres wide, over 4.47 km, as well as the reconstruction of four existing interchanges.
But the municipality points to a broader problem.
In February 2025, Torrevieja City Council reported that the environmental decision covered only 4.21 km — from the CV-95 interchange by Torrevieja Hospital to the CV-905 interchange. According to the municipality's assessment, of the 7.68 km it considers necessary to duplicate, approximately 3.21 km still lacked the corresponding environmental procedure. (torrevieja.es)
And this is not simply an argument about figures.
If one section is widened while the next few kilometres remain unchanged, the bottleneck may simply move further down the road. That is precisely the risk identified by the City Council. (torrevieja.es)
There is another question as well: money.
In February 2025, the municipality reported that the state budgets in force at that time did not contain a separate budget allocation for the duplication of the N-332 in Torrevieja. (torrevieja.es)
There was a commitment for 2025
In May 2024, Transport Minister Óscar Puente informed the mayor of Torrevieja of his intention to put the N-332 duplication works out to tender in 2025. In September of the same year, the municipality reminded the Ministry of that commitment again. (torrevieja.es)
2025 ended.
In September 2025, the municipal plenary once again demanded that the full duplication project be moved forward and recorded the problem concerning the promised procedure. (torrevieja.es)
And here it is important to understand the word licitación correctly.
For a person behind the wheel, it is not a road.
It is not a new traffic lane.
It is not a traffic jam that has disappeared.
It is an administrative procedure for inviting bids to carry out the works.
After that come the selection of the contractor, the contract, preparation and, finally, construction itself.
And to the person sitting in the car, all of this is completely irrelevant.
They want to drive.
So the question should not be:
“When will the licitación take place?”
It should be much simpler:
“When will the widened N-332 actually be built?”
And more precisely:
“When will we be able to drive normally along the entire road covered by the project?”
That is a human question.

And the problem did not arise yesterday
Back in November 2023, the municipality reported the start of the environmental procedure and at the same time pointed out that the project published then covered only the section between Torrevieja Hospital and the CV-905 — 4.21 km out of the 7.68 km that the city considers necessary to duplicate. In September 2024, the mayor of Torrevieja again asked the Ministry to speed up the procedures and reported several attempts to arrange a meeting with the responsible Ministry representatives. (torrevieja.es)
In February 2025, the municipality again demanded that the project be completed. (torrevieja.es)
In other words, the conversation continues.
The paperwork moves.
(New plans and documents are created.)
The deadlines pass.
(New procedures and new reasons for postponement appear.)
The promises move from one year to the next.
(Old promises are updated with new deadlines.)
And the cars remain stuck in traffic all this time.
(Here, for some reason, no new procedure is required.)
And if government agencies ever start being paid to a greater extent for actual results achieved, rather than for moving documents between procedures, we may have considerably fewer subjects for articles like this one.

So here is a simpler proposal
We do not need to wait another twenty-two years for another promise.
Let's write to the Minister.
Not to ask for another explanation of another administrative stage.
But to ask a simple question about the final result:
When will the widened N-332 in Torrevieja actually be built?
If you use this road and consider the problem your own, send one short message.
Two minutes of your time.
A few sentences.
One specific question.
If hundreds or thousands of N-332 users do this, it will no longer be an individual complaint, but an obvious public demand.
You do not need to copy the text word for word. But it is advisable to keep the specific references to the problem in the first lines:
N-332 — Torrevieja — desdoblamiento de la variante — CV-95 — Hospital de Torrevieja — CV-905.
That way, the message will not disappear among general communications such as “improve Spain's roads.”
It should be clear that this concerns this particular road, this particular city and this particular project.

If you do not speak Spanish
We have deliberately tried to make this as simple as possible.
You do not need to translate the message yourself. You do not need to invent administrative wording. Simply copy the Spanish text below, enter your name and send it.
The Ministry's official electronic system is designed for the Spanish administrative environment, and some procedures require electronic identification.
But there is a simpler route for an ordinary message.
Open the Ministry's website and scroll down to “Contacto”. There you will find a form with the fields Nombre, Correo electrónico, Asunto, Mensaje, which can be used to send a message to the Ministry's electronic headquarters.
Direct “Contacto” form of the Ministry
For a mass campaign, this is the simplest option.
If, however, you want to direct the message specifically to the state roads area, the Ministry's electronic headquarters has a dedicated Carreteras section, managed by the Dirección General de Carreteras. The Ministry itself states that this Directorate General is responsible for the planning, design, construction, maintenance and operation of state roads.
For such communications there is a specific procedure called “Otros trámites de Carreteras”, addressed exclusively to the Directorate General of Roads.
So there are two options:
Simple route:

More formal route:

The second option may require electronic identification, so for a mass campaign we recommend the first.

I would therefore appreciate it if the Ministry could provide information on the actual timetable for carrying out the duplication of the N-332 as it passes through Torrevieja, including the complete solution for the 7.68 km of the bypass that the City Council considers necessary to duplicate.
Users of this road do not simply need to know what the next administrative step will be. We need to know when we will finally have an expanded, safe road capable of accommodating Torrevieja's and the Vega Baja's current and future traffic.

What we propose
Do not organise a political campaign.
Do not turn the road issue into a fight between political parties.
Do not demand the impossible.
Simply write.
One road user is an individual opinion.
One hundred users are already a significant signal.
One thousand users are a question that is difficult to dismiss as accidental.
So, if you live in Torrevieja, drive through Torrevieja, work here, use the N-332 on your way to Orihuela Costa, Guardamar, Pilar de la Horadada or other municipalities in the Vega Baja — and you genuinely care about this problem — spend two minutes and send one message.
Not ten.
Not twenty.
One.
But make it specific.
Mention N-332 and Torrevieja.
And ask one simple question:
¿Cuándo podremos finalmente circular por una N-332 desdoblada a su paso por Torrevieja?
When will we finally be able to drive normally along the widened N-332 in Torrevieja?

Operational.
Torrevieja is growing. Traffic is already enormous. The problem has been known for many years.
The project exists.
The municipality has repeatedly approached the Ministry.
Now the people who are stuck on this road every day can have their say.
Write to the Minister about the N-332.
And after so many years of waiting, it is entirely reasonable to ask the state not to tell us about the next stage of the project, but to answer a much simpler question:
When will we finally be able to drive on an expanded and upgraded N-332?
Twenty-two years of waiting is enough.
