Investigation into illegal "residential camping" in the Vega Baja floodplain

On October 13, 2025, the Guardia Civil's Environmental Protection Unit (EPRONA, Alicante) confirmed an investigation against 20 individuals, aged between 35 and 88, for the creation and operation of an illegal residential complex in the Vega Baja area, located on land officially classified as undevelopable and at risk of flooding.


An inspection revealed that the complex housed approximately 60 mobile homes, many of which were equipped with verandas, terraces, or awnings. The complex included paved streets, a reception office, a bar/restaurant, showers, toilets, a swimming pool, and sports areas—essentially functioning as a small "camping village" without the necessary municipal and planning permits.


The investigation was launched following an anonymous tip reporting the discharge of untreated wastewater into a ditch (azarbe) intended for irrigation of agricultural land. Subsequent testing confirmed that the wastewater contained pollutants capable of "significantly disrupting the natural balance" and threatening the region's agricultural land.


Following a preliminary investigation, charges have been brought against the landowners, tenants, and managers of the complex—all of whom are accused of offenses against land use and urban planning regulations; two suspects have also been charged with environmental crimes.


Furthermore, it was discovered that the complex's organizers used various expansion schemes: creating new companies and acquiring neighboring plots, with the aim of expanding the residential area and increasing profitability. Residential units were offered for rent and sale, including through a website operated by a British firm, which helped attract clients from abroad.


The cases have been transferred to the Environmental Section of the Alicante Public Prosecutor's Office, and are being heard in the Torrevieja Court. Meanwhile, municipal authorities issued a closure order for the complex, but its implementation has been postponed.
