La Hoya: Torrevieja’s largest new neighbourhood faces delays as city council urges progress

The city council of Torrevieja has expressed concern over delays affecting one of the largest urban development projects in the city — the La Hoya sector. Municipal authorities have asked the consortium responsible for the development to unblock the second phase of urbanisation, warning that delays could affect part of the housing programme.

Without the completion of this phase, construction cannot proceed, including 775 affordable housing units planned for the area.


A new district for 18,000 residents

La Hoya represents one of the most significant urban expansion projects in Torrevieja in recent decades.

The area covers around 1.7–1.8 million square metres and plans include around 7,400–7,500 homes, commercial areas, schools, public spaces and green zones.

If completed, the neighbourhood could accommodate up to 18,000 residents.


Transport and future mobility

Urban growth also raises questions about transport.

Torrevieja currently relies heavily on private vehicles and major roads such as the N-332 and CV-905.

Many European cities with populations below 200,000 are now introducing new mobility systems such as small urban buses, on-demand transport services, light rail tram systems and even autonomous minibuses.

Such solutions could become relevant for the future development of Torrevieja as the city continues to grow.
